Finnish-Russian War 1939-40 Clothing help from Sweden. 1940 During the Winter war and the following interim peace, the biggest donations came from the U.S. through te Finnish Relief Fund by Herbert Hoover. Swedish donations were also substantial. Gift supplies were used for the benefit if the humanitarian relief aid to Finland between 1939 and 1941 and Finland became an ally of Germany, the relief aid from the U.S. stopped and did not resume until 1945, when the war was over.
