Herve Alphand was a French diplomat, and French ambassador to the United States, from 1956 to 1965. At the liberation of Paris in 1944, he became Director of Economic Affairs, Ministry of Foreign Affairs. He was born on 31 May 1907 and died on 13 January 1994.
