Paul-Henri Spaak pictured looking disgruntled during a press conference. 1966. Paul-Henri Spaak - Belgian Foreign Minister and Vice-President of the Council. Appointed to these posts (the Foreign Ministry incorporates special responsibility for African Affairs) in the government formed by M. Lefevre in April, 1961. In 1946, M. Spaak presided over the first General Assembly of the United Nations and in 1949 over the first session of the Council of Europe. From 1957 until 1961 he was the Secretary-General of the North Atlantic Treaty Organization.
