Howard Worth Smith, democratic conservative, Virginian "Judge" Smith lost the seat in the House of Representatives which he had held for 35 years to a younger and more moderate man - a symbol of the change in Southern American thinking. He was born in 1883, educated at Bethel Military Academy and the University pf Virginia, and began practicing as a lawyer in 1904, in Alexandria, Virginia. In 1922 he was made Judge of the Corporation Court of Alexandria, and in 1928 Judge of the Judicial Circuit of Virginia. In 1929 he became Member of the US House of Representatives, later Chairman of the Rules Committee, a position he held until the Democratic primary election, July 1966.
