Roy Rubottom - U.S. Ambassador To Argentina 1961 Roy Richard "Dick" Rubottom, Jr. (February 13, 1912 – December 6, 2010) was a United States diplomat, most notable for being Assistant Secretary of State for Inter-American Affairs from 1957 to 1960, a post in which he played a major role in engineering the United States' response to the Cuban Revolution.
