Senator Javits and Shimon Peres discussing, 1978. Senator Jacob Javits in conference with the Israeli Labour Party Leader and former Defence Minister Shimon Peres (left). Senator Javits visited Israel in March 1978 - and his visit is seen as part of an American attempt to soften Israel's present hard-line attitude towards peace negotiations. Jacob Koppel "Jack" Javits (May 18, 1904 – March 7, 1986) was an American politician who served as a United States Senator from New York from 1957 to 1981. He was a liberal Republican who served in Congress for 30 years. A maverick, Javits joined the Republican Party in a favorable response to Fiorello La Guardia and in reaction to Tammany Hall's efforts to control votes. He was elected to the Senate in 1956 where he served until 1981. Shimon Peres (born Szymon Perski; 2 August 1923) is a Polish-born Israeli statesman. Peres served twice as the Prime Minister of Israel and twice as Interim Prime Minister, and he was a member of 12 cabinets in a political career spanning over 66 years.
